Lets keep it simple: 1) have students pay for the extinguisher. 2) talk to the class about trust and the dangers associated in the industrial shop. 3) In front of the class, shake the students hands, thank them for being part of the class. 4) Tell them to leave and not apply for the class until next year when they have matured. 5) Tell them: "If I can not trust you in here, you can not be here" 6) After they leave class, ask they class, "Can I trust you?"

Tell administration what you decided, tell parents what you decided, not for discussion or debate.
