Ford 5.4 VVT issue

I was called to look at this truck so any previous work listed is hear say, rebuilt engine, original block but new heads done buy local machine shop I am not familiar with. I first looked at it for a crank no start which was a blown ECM fuse and added a couple of keys. I did not drive it at the time because it was sitting on a trailer.

Now the problem is when it gets HOT it stumbles and dies when put in gear, scan data shows both cams retarding 45 to 60 degrees depending on how long it stays running. Nothing in live data looked off to me, I looked at the Ford web site but the OBD2 info gave me no input as to what the ECM uses for input to activate the VVT. MY question is do I have a bad input or just a failed ECM. I also asked the guys with the truck to check the oil pressure but would low pressure retard the cams when it goes into gear?
