constant misfire

I'm working on a car that came in with misfire cylinder #3. Moved coil pack and misfire moves to cylinder #1. So I thought coil pack was the problem but, I've tried 3 coil packs and I can still move the misfire back and forth from 1 to 3. Icm is getting power and ground. I'm getting signal from the crank sensor to the icm I've changed the plastic tower and checked the wiring between the 2 coils. I also have all injectors firing. Stumped.

Any help would be appreciated.
