GM electronic throttle body

Need some advise from the GM guys. Shop called me in to look at this car. I dies at idle and will not restart until you cycle the key and the throttle body goes thru its cycle. there were no codes nor does it set a code. the tech erased the codes before I got there and only remembered it had a P0420. All scan data looks ok, APP and ETB seem to be good.

What I saw looking at the TB was it looked like the throttle plate was over center at idle, the engine would start to stumble slightly and when the TB would open to give it more air the Throttle Plate would close and the engine would die. When KOEO the plate should be at 20% and it is barely open, also when using the scan tool to open the plate in 10% increments at 40% it sounds like it has a stripped gear.

So I recommended a new ETB. Well I got the call that the new one does the same thing. Doing a search thru the archives I saw quite a few saying the same thing and that it took a reflash to fix the issue, I checked and there are a few updates for this car.

My question is will a Flash fix it or am I missing something else on the car. Any and all help will be much appreciated. Thanks in advance. Jeff
