Shorted injectors causing rich conditions

Just wondering if someone could give me some information on the basics of what happens when injector windings are shorted. I am working on a 1991 Cadillac that runs rich (mostly at idle) enough to be causing poor running concerns. I ohmed all 8 injectors and 4 where shorted. Not being 100% sure of this causing concern I replaced the four that tested bad and it still is rough. I retested the injectors that were original when warmed up again and one is slight low at 13.8 ohms. I know I should have put a whole set in but am trying to not dig a hole. I read on some help requests that shorted injectors will cause rich conditions. My big question is the why behind this? Shorted equals more amps through each shorted injector so it this actually causing the injector to hang open longer than computer desired pw. Thanks to anyone with some helpful insight.
