Loss of communication during state inspection

This van came in from another shop with a New York state Inspection (NYSI) no communication to PCM. I checked the van with the DRBIII and a generic scan tool all pass 7 out of 8 monitors set good to go for NYSI. When I plug in the NYSI machine the airbag lite will come on then the little red dot for key the CEL and then the Red low oil pressure lite. Then there are communication DTCs for no communication to the TCM, IP in the PCM Clear the DTCs road test for monitor rec heck ok NYSI no good. Check pin fit in all DCL connector power test all circuit ok no voltage drop. Contacted Dodge no help yet. I know this will be hard for some of you people as this is a NYSI concern but if you have any similar concerns pleas let me know. Thanks VINCE
