1988 Crown Bus Heating

Have a 1988 Vogue Motor Home that the fan is not working.It has a hydraulic system but the fan will not come on. It free wheels when the engine is running (cat 3408). It has had the radiator replaced back in the spring and now is running hot.It has a control valve that opens line pressure when temp sensor opens. I removed it and found it had come apart.Found a new valve and replaced but still doesn't lock in. Have supplied stright power to seloniod but does not help. Has operating pressure because the power steering runs off of the same lines. I think the fan motor (hydraulic) is on backwards,because the fan is blowing inward instead off outward.It was removed when radiator was replaced ( another shop ). Does this sound possible. Im just trying to help the owner (friend).Its a bad job to remove fan and turn 180 degrees over. Thanks
