That is my modus operandi as well. It would be foolish to assume that the "other guy" performed with due diligence, as the three VIRs illustrate.

This is a self-preserving attitude that has served you well, but with the recent addition of the STAR FuPR measure, you are protecting yourself at the expense of others, at least statistically speaking. I am much more likely to reject something that I can't identify properly, rather than fail it, because I don't want to make any mistakes, pro-pass or pro-fail.

Until the inspection, maintenance, diagnostic and repair processes can be properly delineated and integrated with each other, the FuPR will be a worthless waste of time, effort, and careers.
