| 2000 Chevrolet Impala 3.8L No Start, MIL Lamp on VIN: 2G1WF55KXY P0141: Heated Oxygen Sensor (Bank 1 Sensor 2) Heater Circuit Malfunction. ... with a police package. The engine is turning over very slow with a new starter and all of the plugs pulled. In fact, we can smell the new starter burning up trying to turn the engine. We even tried another starter.
